than information collectors.As applied in higher education, it creates a meaningful learning environment which allowsindividuals to pursue their own learning in their own way, at their own pace and with theirown adopted communities. It provides effective technological support for communicationby realizing the organic integration of learning resources, discussion, message taking, etc,which creates a favorable platform for university teacher professional development in thesense of knowledge acquisition, communication and innovation.In practice, since 2002,University English Teaching Reform , started by the Ministryof Education in 180 higher education institutions across the nation, has brought forward aseries of profound changes in English language teaching, with teaching assisted bycomputer and internet technology being one of these examples. In 2005, National EnglishMajor Teaching Reform Symposium, held in Shanghai Foreign Language Education Press,discussed extensively and deeply about many topics in the new Internet era includingEnglish major multimedia-assisted teaching theory and practice.To sum up, under the above-mentioned time, technological, practical background, ameaningful topic has emerged in the field of teacher professional development research—university EFL teacher professional development in the Internet environment. As theoverlapping area of teacher professional development and information technology, it is ofmore historical relevance and significance. Such research, blessed with theoreticalguidance and practical value, worth further exploration.


Chapter 2 Literature Review


This chapter reviews related literature on online teacher professional development,including discussion on the definitions and implications of key concepts, such as onlineenvironment and teacher professional development. On the basis of these explorations, theauthor explores theoretical underpinnings of online teacher professional development andrelated empirical researches in the last ten years. It is with this objective panorama ofrelated literature that the author is enlightened to carry out the present research. 


2.1 Online Environment


2.1.1 Definition of an Online Environment
By going online, people usually mean turning to the Internet. According to the surveyon Internetworldstats (2012), a website which is specifically dedicated to statistics aboutinternet users around the world, worldwide Internet users have exceeded 2.3 billion by theend of the year 2011, rising by 8% over the previous year and 528% during the year 2000to 2011. China has taken the lion’s share with 513 million Internet users. Despite the lateraccess to Internet that China has gained, its number of Internet users is increasingphenomenally. According to the 29th China Network Development Statistical reportpresented by China Network Information Center in January 2012, by the end of 2011,Chinese Internet users have increased by 5.58 million over the previous year, increasingInternet penetration rate across the country to 38.3% with an annual growth rate of 4%over the previous year. With the overwhelming application of Internet, social classes,sectors, industries, and regions are being connected into a virtual organic whole in China.
