1.1 Background of the Study

In addition, according to the new CollegeEnglish Curriculum Requirements issued by the Ministry of Education in 2004,college students, through systematic English training, should be able to use English inan all-round way, including listening, speaking, reading, writing and translation. Theobjective of College English teaching is to develop these abilities to ensure that thestudents will be able to communicate or exchange information effectively in Englishin their future work.

Wen Qiufang (1996) claims that English writing abilitywill become one of the most important criteria for qualified personnel in the 21stcentury. In learning a foreign language, writing is seen as a highly complex anddemanding task which requires the overall application of the language skills. In otherwords, writers have to make full use of the literacy potential through writing in orderto make clear the meaning of written words. Writers must negotiate writing rules andmechanics while maintaining a focus on overall organization such as form, featuresand purposes. The need to be understood by the readers motivates the writers stronglyto become clear about what they think of the point under discussion and how to write about it. Thus writing itself is a comprehensive production of one's Englishknowledge, just as Liu Runqing (1991) has claimed that only the writing proficiencycan truly reflect a man's language proficiency.
Besides, it is admitted that writing contributes a lot to promoting the Englishproficiency, i.e. writing skill is considered as a supportive skill to the development ofother skills, since it provides a particularly effective opportunity for learning in theprocess of writing. Therefore, development of students' writing ability should be themajor concern of English education at the present time.Previous research at home and abroad suggest that meta-cognitive strategies playa critical role in enhancing English writing performance. Theoretically,meta-cognitive strategies can be applied to college English writing class to improvestudents' writing proficiency.
