In conclusion, the negotiations of regional economic integration agreementsproceed in two forms: open regionalism and inward looking regionalism. Openregionalism is the one advocated by the industrialized countries. Orthodox liberalism isthe theoretical approach of open regionalism. As we emphasized in the theory ofeconomic globalization, the United States, Britain and their allies were more favoredby orthodox liberalism.Industrialized countries are influential members of the World Bank and IMF. Asresult, they are using these institutions to force the Third World countries to stop stateintervention in economic activities. Bretton Wood institutions that are theapostles/Clergy of orthodox doctrine imposed liberal market fundamentalism in theinternational system. Thus, Third World countries have to apply the liberalismorthodox before getting aid and support from IMF or loans from World Bank.To circumvent the orthodox liberalism, developing countries have adopted theinward looking regionalism. As it was demonstrated in the section of theory ofregional economic integration, the inward looking regionalism has two opposite effects:trade diversion and trade creation. This thesis believes that the inward lookingregionalism is not advisable for developing countries such as West African countriesbecause they lack technological and financial capacities.
