Chapter 2 Literature Review
2.1 Brief Description of Language Testing
With the development of language teaching, it has also got great improvement. The linguists in different periods have pondered over the nature of language (relative to language teaching and language testing) and how to regard the language abilities. During different periods, as a result of the different understanding to the nature of language and to language abilities, Brown (2006), McNamar (2003) and Bachman (1990) have described clearly the three main phases related to the development of language testing. People call the first phase as pre-scientific testing, and call the second phase as psychometric-structuralist testing, and call the third phase as communicative language testing also known as psycholinguistic-sociolinguistic testing. All the tests appeared before 1940s are known as pre-scientific testing. In this period, people took the language as knowledge to teach. This knowledge includes the grammar, vocabulary and linguistry. Brown (2006) indicates that the pre-scientific testing is closed related with the grammar-translation approaches. In this phase, the tests often are scored or graded exclusively by teacher’ subjective judgments, and have certain cultural and literary bias. Hence, there are no special ability and fixed criterion are required in tests.

2.2 The PRETCO Test
The PRETCO, a national standard level test of English, has been implemented since 2000 in order to reflect and evaluate the students’ English applied ability in higher vocational and technical colleges. It is equivalent to the class 2 and class 3 of the College English Test that was hold before 2002. The ancient CET-2 is equal to the PRETCO-B, and the ancient CET-3 is equal to PRETCO-A. The schools decide to take part in level A or level B test independently. The examinees who get more than 60 points (including 60 points) in PRETCO are qualified for the examination, and are awarded the
