e United States allows citizens, regardless of sexual orientation, to serve openly in the military. By allowing the LGBT population to serve openly this would decrease the burden on our current service members and would allow for others to see that the United States it truly a place that accepts all. On July 4th, 1776 fifty six people set fourth their signatures on the Declaration of Independence. That declaration states, 'We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness' (The Declaration of Independence, 1776). It is understood by most Americans that there ability to make there own choice is an 'unalienable right' and therefore should not be a bases for discrimination. One must ask, in light of the current policy, 'Why is it that a citizen can be alienated by the government for the choice that is made?'
A second change that needs to be made is that of a privacy concern. If as a service member you are seen in the company of homosexuals, it may be construed that you too are homosexual. Although you may be off duty, with non-military friends, this can lead to an investigation or possibly discharge from the service. There must be a change in the privacy of the service members and how the investigations are handled within the United States military. For one to make an accusation, without credible evidence, should not be enough to warrant an investigation of the service members' sexual orientation. A service member is entrusted, by the United States, to conduct various operations and use discretion as needed but there seems to be a discrepancy about the service members' choices when that service member is 'off-duty'. This leads to confusion in the policy and within the ranks. This confusion can put an added burden on the troops and add to the frustration on an already stressed military.
Implementation of any policy change must be done swiftly. While there will be an inevitable delay from policy change to implementation this should be minimized for the good of all involved. The first step in changing the policy is to set a new directive or executive order. This then needs to be sent to the troops on the ground using documentation coupled with education. The education of the new policy will be vital in changing the thinking of the senior leadership. The most difficult task would be changing the thinking of those who are already serving; once that is completed you can phase in various other aspects of the policy as this may mitigate animosity and anxiety from other service members. It is proposed that after the education of senior military personnel, you move to educating all other service members. The next phase would be to allow those service members who may have been discharged for homosexual conduct to be allowed back in. As these members already know the military way of life, this would cause for less friction within the troops, keeping unit moral higher. The final phase of this plan would call for allowing all citizens, regardless of sexual orientation, to enlist and serve in the military. While there are multiple phases to this plan, these phases should have minimal delay between them and the new policy should be fully implemented in a reasonable amount of time.
