Total Quality Management（TQM ）refers to all activities that under the promotion of a comprehensive society, all sectors, all organizations, all staff of an enterprise’s take product quality as core, combine professional technology, management technology, mathematics and statistical techniques together closely to establish a scientific and efficient quality assurance system to control the factors that affect the quality in the production process, using high-quality work and the most economical way to provide products that meet the users’ needs. It has a long history of related research on total quality management, Joseph M. Juran (1988) believes that, about 80% of the occurrence of quality defects can be controlled through the management. Armand V. Feigenbaum (1983) held that, management should be subject to quality. Quality is not www.51lunwen.org only the geometry of tools and techniques, but also the integration of all aspects and various links of a company. Crosby (1984) thought that enterprises should pay more attention to the management and organizational processes of changes in corporate culture and attitude of management, rather than the use of statistical techniques.
Issues IFS Limited（IFS）now faced include:
• Failure to deliver the quantities ordered by the customer
• No advance warning of failures to deliver the quantities ordered
• Late deliveries
