It isactually the linguistic approach. That is to say, the traditional translation theories cannot provide macro-level guidance for the translator, but commit only to the choice ofdifferent translation strategies. When used in EIS translation, the theory may notconveniently applicable to the translation practice.Skopos Theory, which is the core of functionalist approaches to translation, viewstranslation as a kind of human action with a certain purpose. What the translatorshould do is to achieve the intended communicative purpose of translation. Or rather,Skopos Theory stresses the interactional, pragmatic aspects of translation, arguing thatthe shape of TT should above all be determined by the function or ‘Skopos, that it isintended to fulfill in the target context. Reiss & Vermeer formulate this principle intotwo Skopos rules; “interaction is determined by (or is a function of) its purpose，,，and"the Skopos can be said to vary according to the recipient". From these principles itfollows that the translator should apply the translation strategies which are mostappropriate to fulfill the purpose for which target text is intended, irrespective ofwhether they are considered to be the "standard" way to proceed in a particulartranslation context; in short, when producing a target text, “the end justifies themeans" (Reiss & Vermeer, 1984: 101, translated).Considering the guiding significance of Skopos Theory, the author devotes toproving that Skopos Theory is of great value in EIS translation and attempts to applythe theory to EIS translation. The thesis, based on the text function of EIS as well asthe basis concepts and rules of Skopos Theory, demonstrates the application of thetheory to EIS translation with appropriate examples from such aspects as stylisticfeature，rhetorical devices and culture-specificity and puts forward appropriatetranslation methods for EIS translation.
