study is that ethical climates influence individual or organizational behavior and identifying the ethical climate perceptions within the mortgage companies/industries may promote the development of internal procedures and external regulations, which ultimately may reduce unethical and illegal behavior caused by the drive to earn big profits. By analyzing ethical climate perceptions of mortgage professionals in UK, the research may provide useful insights that may be applicable to other countries or the industry as a whole.
Data from future research may be useful to regulators and organizational leaders in designing laws, policies, and standards that best serve the entire community. As a result of this exploratory study, new insights may also be added in the study of ethical climates in an ever-changing business environment.

Setting the Research
Previous research has examined the concept that business behavior may be influenced by perceptions of the ethical climates that exist within the environment. The research of Victor and Cullen (1988) developed the ethical climate theory which states that ethical work climates have organizational bases separate from individual perceptions, which develop differently in organizations and subgroups due to different
institutionalized systems, and are recognized by members sufficiently to be perceived as a type of work climate. Therefore, each group, department, or division within the
organization may have a recognizable ethical climate, which is influential in the daily
activities of its members. Understanding the implications of each theoretical climate type
on behavior is essential for managing those within the organization (Harmon,  2007).
Ethical climates within the mortgage industry are of major concern due to
the current crisis surrounding the mortgage lending market, its impact on both the real estate and financial markets, and the increase in fraudulent activities. In recent years, the sub-prime lending market has experienced severe losses due to a high rate of foreclosures and forced loan re-purchases. These losses have resulted in the complete liquidation or bankruptcy of several sub-prime mortgage companies. Speculation has arisen that many of these foreclosures occurred because of risky adjustable rate programs, poor adherence to prudent underwriting guidelines, and fraudulent activities. Fraudulent loans negatively impact the integrity of the UK system of real estate finance, voiding potential profits and ultimately discouraging mortgage-security investors, which reduce the funds available for future originations (Hennessy, 2007). Therefore, identifying and analyzing the ethical climates and its relationship with profit-making within the mortgage industry is relevant and timely as this research may provide insights as to the effectiveness of organizational policies and legislation.
Through their research analysis Victor and Cullen (1988) established nine ethical
climate types based on a specific ethical theory and an associated locus of analysis. Each of the nine climate types provides relevant information regarding influences on
organizational behavior. Each type has specific characteristics that influence decision-making within a group of people. The nine ethical climate types were formulated into the
five empirically-derived dimensions of ethical climates known as instrumentalism,
