estry around the world. E.g. Forestry is necessary for the improvement of green house effect and the global carbon cycling. The increase of forest area can increase the fixation of carbon dioxide, slower green house effect, improve the air pollution, decrease the harm caused by acid rain etc. Moreover, Forestry also effects in the control of soil desertification and soil and water losses [5-7]. It is estimated that about 100ton ~ 200ton soil losses can be reduced with vegetation of the forestry comparing with the place where without vegetation and under 100mm rainfall in loess plateau. In the Santiago Declaration in 1995, it was pointed definitely that forestry is the essential factor to provide a good condition for local population, national economy and the biosphere. Therefore, the important role of forestry in ecological environment has been agreed unanimously [8].
On the other hand, forestry is also an important production factor in national economy and human life. Forestry does not only produce timber, but it also can bring the tour income especially in the remote area. [9]
The forestry development in China has obtained some achievements especially in the past few years, the forest in China, however, still has several problems.
