Flood disaster is one of the most serious natural disasters in the world, floods are often located in the place where population is dense and agricultural reclamation is higher , rivers and lakes is concentrated , and rainfall is abundant, such as the north temperate zone, subtropics. It both has human factors and natural factors for the Flood disasters. In recent years, Australia frequently suffered flooding attacks, it cause incalculable damage for Australian the government

1. Introduction
The flood disaster is the natural disaster which caused by flood; the level of rivers, lakes, and oceans is rising, and higher than conventional water level. The flood often threat the region’s security along the river, lake, coastal, it even bring submerged hazards. When a place covered with water sea water or rain, this place is in the flood disaster .The flood disaster would not only damage the agriculture but also make the industry lost the property and affect the human live, even make the family and social losses and injuries.

2. The definition of flood disaster
When it have heavy rain or ice rapidly melt, or reservoir collapse, the lake or river water level rises rapidly, so it form a flood, in addition, it also known as the Waterlogging inundated the ground; the water levels is too high, it often lead to soil moisture saturated, so the crop can not grow without good situation, it known as soak. Excessive rainfall causes casualties, property damage, building collapse and so on. The flood disaster will not only waterlog the coastal areas, but also destroy crops, drowned livestock and destroyed houses.
