1.1 Background of the Study

CET4 is an EFL test administered to the university undergraduate and graduate studentswho have finished the curriculum of the 4-level of English according to the Education outlinein the university. Because it is one of the largest standardized foreign language tests in Chinawhich is regarded as a high-stakes test The College English test has initiated in 1986, andcarried out in 1987 formally, and the CET4 was held twice annually since then (YangHuizhong, 2000).The purpose of the examination is to promote the implementation of theeducation outline of the college English test, which can make an objective and accuratemeasurement of the students' ability, and then serve better for the improvement of theteaching quality of China's college English curriculum. Entrusted by the national ministry ofeducation, the committee of the college English test band 4 and band 6 is responsible for theplanning, organization, management and implementation of the College English Test.Since the implementation of CET4 in 1987, the reform of CET4 is on the way. Thenewest reformed CET4 is implemented since December, 2006 and CET4 has been reformedin several aspects such as test items, grading system and score reporting.
Therefore, this empirical study is conducted to investigate the influence reformed CET4exerts on college English teaching and learning from both teachers’ and students’ perspectives.The study attempts to examine the nature and intensity of reformed CET4, analyze strengthsand weaknesses of reformed CET4 and to propose strategies for promoting positive washbackof reformed CET4. The purpose of the study is to investigate washback effect of reformedCET4 on college English teaching and learning. The goal of washback study is to work outsome strategies to enhance positive washback and diminish negative one of reformed CET4.So the positive washback effect of reformed CET4 can play a better role in guiding college English teaching and learning.Three research methods including questionnaires, interviews and classroom observationsare employed in this thesis. Data are collected from these research methods and findingsanalyses and strategies are based on these collected data.

1.2 Overview of the Thesis
This thesis consists of five chapters. Chapter 1 is a brief introduction which states thereason and purpose of this study and the composition of this thesis. Chapter 2 presentsliterature review which includes the definition of washback, classifications of washback,theoretical and empirical studies of washback effects of reformed CET4. Chapter 3 providesthe methodology, including objectives of the study, subjects, instruments and procedures.
