From various sources, the number of Englishlearners in China is estimated to be somewhere between 200 to 300 million (Bolton, 2003;McArthur, 2003), making China the biggest market for English education all over theworld.Among the overall English-knowing population,six to eleven million are studyingEnglish at tertiary level (Jin & Cortazzi,2003). All university students in China, exceptthose who major in English,have to take a 2-year English course which is meant to helpthem in their academic studies and future career as well as preparing them for the CollegeEnglish Test. Over the years, there has been an abundance of discussion doubting theeffectiveness of university English teaching, mainiy due to the relatively littleimproveiYient in students' English proficiency, especially in practical language skills.Given the importance attached to English study by the College English Test system andsociety, university graduates should have obtained an advanced levei of proficiency.However, the reality is that university English teaching, though it aims at improvingstudents' English competence for the sake of their future career and studies, is far frombeing satisfactory, especially in preparing learners as competent English users rather thanmerely successful test-takers. Some students even note that their English level remains thesame or even gets worse after two years' university English study. According to Yang(2006), ELT in China,particularly at the tertiary level,has "frustrated the students, theinstructors, and the various employers who,when making hiring decisions considerproficiency in English as an indispensable qualification" (p.5). It is safe to say thatemployers as well as students themselves are not satisfied with the English education atuniversities.
Meanwhile, the last few decades saw a burst of various English training institutions inChina that have attracted millions of English learners. There is an apparent trend in Chinathat a great number of students begin to take English courses at private English traininginstitutions. Despite the fact that those private institutions generally charge high tuitionfees and offer similar courses to universities, students still flood to institutional classes. Forsome popular English courses,students have to sign up one or two months in advance tosecure a place. Most importantly, students are generally satisfied with the courses providedby those private institutions. They said that their interest in English learning had beenkindled and their practical English skills had been greatly improved. In addition, theprocess of English learning had been turned into an enjoyable experience.
