Abstract：Schick’s public expenditure management framework has many disadvantages to take into effort in the low incomes countries.It analyzes from three mainly factors which includes default risk, budgets and planning and exercise costs to decide which part is the most difficults to make Schick’s public expenditure management comes true in the low incomes countries. The methods of discussion mainly include of macro and micro factors. Schick’s public expenditure management framework is seen to an efficient to achieve economic growth and poverty reduction in the low income countries. However, it is not optimal to take in effort in the poor countries. First of all, Fiduciary Risk as a balance of the risk from poor income countries make ineffective implementation of schick’s theory come true in the real example. The default risk of credit has seriously negative influence in controlling the public expenditure in the poor countries. The weak credit system make the poor countries tough manage the public expenditure. Secondly, budgets of expenditures play an important influence in schick’s theory. The budgets of expenditure managements should be comprehensive , adequate and transparent to control fraud and corruption. But the accounting rule and methods in poor countries are difficult to make budgets transparent .The planning and control of budget expenditures are very complicated in the poor countries. Thirdly, the exercise cost of schick’s expenditure management framework is too high to be fully received by poor countries.
