摘要:本研究的目的是通过对中国电信业供应链管理探讨企业社会责任管理实施的方案。这是关系到企业社会责任(CSR)的研究相对缺乏,主要集中在供应链的上游组件(商对商)中。

And consumers also want to know the manufacturing processes of products to make choices; they do not want to buy unsafe, unhealthy and immoral products. Since then, the concept of conscience or sustainable consumption which against “sweetshops” appeared in United States and European countries, and then it went throughout all over the countries in the world (He, 2011). The international brands began to require their suppliers to compliance with relevant standards which should follow the code of conduct from purchaser, and it is also needed to comply with the relevant laws and regulations in local. 
Nevertheless, from the perception of supplier, the definition of CSR is relatively narrowed which is: how to meet the needs from clients to achieve the conformance of social and environment in order to keep the contract running. It seems that CSR is just law-abiding for most of suppliers, it is a collection of rules that were made by clients and it requires extra investment (cost) for implementation. Furthermore, suppliers might be in most of the cases reluctant to make improvement on their CSR. 
Why should business need to help their supplier to improve the CSR performance? May some business doubt about it. They are not the subsidiary, they only provide the services for the purchaser company, and one does not have any responsibility and ability to influence their internal management. In fact, according to Classon and Dahlstrom (2006) this can be considered a wrong perception. There are two main aspects that could explain that and those are: the brand crisis and export crisis. 
First of all, brand crisis should be considered. Experiences proved that brand will take the responsibility of those mistakes caused by its suppliers (Liu Xiaobo, 2010). That is because the choices of suppliers are regularly made by the brand. The consumer might not care about who produces the products, but can be concerned about the environment impact during the producing process. If there were problems found on the product, the responsibility will be taken by the brand company and not by the suppliers.
Secondly, it must be considered about the export crisis which might affect CSR performance from suppliers. The requirements of exporting from Asian countries are more and more strictly defined by the international community, for instance, EU has implemented legislative requirements for the electronics industry. Standards of environmental and safety are required to the importer who has to have RoHS, WEEE certificates among others (Export. Go/’\+v, 2011). In addition, the consumer will hope to see safer and more environmental friendly products. Products certified by ISO represent some example of those “safe” products; the contents of these certificates are related to the environmental CSR performance of a company. Hence, the company needs their suppliers to be in line with their CSR standards in order to ease the outlet pressure. Therefore, giving assistance to supplier on improving the CSR performance is the improvement on business value.

What are the important factors to integrate CSR into ZTE Corporation’s Supply Chain Management as well as its four suppliers?
