摘要:随着经济的快速发展,俱乐部往往注重短期的经济利益而忽视了长远的发展战略计划,这样直接影响到俱乐部的人力资源管理。管理者应该检测人力资源管理存在的问题,并采取措施尽快解决这些问题,从而促进俱乐部的可持续发展。

3.3 Development of Proactive Overall Planning Of Human Resources
Firstly, the development of the overall planning of human resources should on the basis of the overall strategic development plans and the long-term business plan of the club (Frederick, 2008). And it should analyze the impacts of the external social and legal environment on the implementation of human resource, study the market trends and master the direction of scientific and technological innovations, and identify the extent of the staff requirements. Only in this way, the supplemented development plans, staffing plans, promotion plans and other specific business plans can be developed.
 
Secondly, the overall planning of human resources must adapt to the needs of the management of the club (David, 2003). To the case, Tim should combine the long-term, medium-and short-term human resources planning together, and link the routine and emergency human resource planning so as to make the overall planning of human resources always maintains a certain degree of flexibility, which can make corresponding adjustments to the changes of the management of the club.
 
Thirdly, the concept of the overall planning of human resources should be given sufficient attention by the managers of the club (Martina, 2007). From the CEO to the operations manager and the office manager and so on, corporate managers should recognize that overall planning of human resources is a part of the overall business strategy, and it has a very important significance.
 
3.4 The Innovation of Organizational Structure
According to the previous analysis, the author designed a new organization structure for the club. It can be shown in Figure 3-1.

This organizational structure is quite different from the traditional hierarchical organizational structure. Firstly, within the club, there only has one highest leader, he is responsible for coordinating all the things within the organization. All other departments in the organization are in an equal position, and within the department staffs are directly led by the department managers. This structure is conducive to the timely, fast and accurate information communication and feedback on the one hand, and on the other hand, it also can overcome the dilemma of the employees which are affected by multiple leaderships.
 
Secondly, in this organization structure, departments can carry out transmission of information directly and which can not through the top leader. This structure can improve the overall operational efficiency of the organization. For example, on a particular day, the Catering Services Department needs more beef and less chicken, then the managers of this department can communicate directly with the Purchasing and Warehousing department. On the one hand, the speed and efficiency of information transmission can be improved greatly. On the other hand, this structure also gave a relatively antagonistic space for the respective department. Therefore, it is helpful to stimulate the initiative and enthusiasm of the internal staffs.
