There are a number of ways to first identify who the stakeholders are, it can be a side activity when producing the WBS, or a brainstorming exercise, or brainstorming with a mind-map as shown in diagram 2 below, this was made using the Freemind software available at this LINK (it is freeware).

Not only does this make it more likely that they will support you, their input can also improve the quality of your project.  Gaining support from powerful stakeholders can help you to win more resources - this makes it more likely that your projects will be successful. Then by communicating with stakeholders early and often, you can ensure that they know what you are doing and fully understand the benefits of your project - this means they can support you actively when necessary.

You can anticipate what people's reaction to your project may be, and build into your plan the actions that will win people's support. Plot each stakeholder onto the grid and take note of the actions which you should take with them:
High power, interested people: these are the people you must fully engage with, and make the greatest efforts to satisfy.
High power, less interested people: put enough work in with these people to keep them satisfied, but not so much that they become bored with your message.
Low power, interested people: keep these people adequately informed, and talk to them to ensure that no major issues are arising. These people can often be very helpful with the detail of your project.
Low power, less interested people: again, monitor these people, but do not bore them with excessive communication.
 
 
Stakeholder planning is how you might use influence or discourage adverse action, it is normal to show this on a matrix template, which if preferred can be a new report in MSP, or as in this this instance, a simple word document. Click the LINK to download.

Communication Planning
The Communications Plan is the document that describes: what needs to be communicated, to whom, how and when communications are to be made. you need to communicate clearly with your project stakeholders. Otherwise your you and your staff will lack clear direction, team morale will be low and your project may deliver over schedule and exceed its budget.
 
The Plan starts by listing all the stakeholders in the project. These will include all those stakeholder groups that are affected by the changes described in the business case, for example: different citizen groups, different staff groups, union representatives, partner companies, central government contacts, management groups, other businesses and contractors. Most importantly these stakeholder groups will include the staff whose job or department is involved in the business processes to be changed.
