摘要:With a long shipping history, China has a great influence on the internationalshipping industry. What's more,with the development of modem shipping industry,authorities and the ME academia in China has gradually noticed the importance ofstandardizing seafarers’ upper ranking examination and making it reaching a higher levelso as to keep pace with the international expectations for seafarers. This thesis aims togive out some possible suggestions in order to perfect the current N/MEECE syllabusdesign through a comparative study between the IMO Model Course MF section and theN/MMEECE syllabus design.

N/MEECE is set up to evaluate the performance of STCW (Manilaamendment); to comprehensively assess whether crews' communicative competence inEnglish would meet the standards of their duties, including listening comprehension, oralexpression, reading comprehension and writing skills. By this English examination,seafarers of different ranks are endowed with different standards which have already beenclearly pointed out in the syllabus of the N/MEECE. In order to better regulate N/MEECEand to provide high qualified seafarers for the international labor marker, the syllabusdesign of N/MEECE has experienced several amendments till now. Model Course Maritime Focus in BriefThe fundamental idea of IMO Model Course is based on the intention of assistingtraining providers and instructors in enhancing, updating and supplementing maritimetraining materials. IMO Model Course for Maritime English is divided into two sections:Core Section 1 and Core Section 2. Both of these two sections contain a separate syllabus.According to its syllabus,Core Section 1 is designed for trainees with a lowerintermediate level of English; while, the syllabus of Core Section 2 is designed fortrainees with an intermediate level of English. Both Core Section 1 and Core Section 2 aresubdivided into another three parts: Part A, Part B and Part C. Part A for both sectionsexplains the frameworks of the course; Part B for both sections gives out an outline ofeach constituent; Part C for both section consists by the detailed teaching syllabus.Syllabus of both sections includes linguistic content and maritime contentrespectively. On one hand, linguistic content integrates grammar, vocabulary andpronunciation systems with listening, speaking, reading and writing communicationskills together by a multi-syllabus approach. On the other hand, relevant maritime topicsfor trainees are included in Core Section 1 syllabus and almost all the Englishrequirements for seafarers in the STCW 95 convention are included in Core Section 2.These requirements are all applied in the ‘Maritime Focus’ section especially. MaritimeFocus is included in each unit of Core Section and it provides supplementary activitiesand specialized maritime language practice for the course. Hence, Maritime Focusrepresents specified training requirements and expectations for qualified seafarers fromIMO Model Course.


1.2 Research Questions

Since IMO model course is officially developed by IMO assembly, the expectedtraining result of the course can be regarded as the minimum standards for seafarers allover the world. Meanwhile, owning to the fact that all the Hnglish requirements forcrews' while working onboard listed by STCW code are reflected in the section of'Maritime Focus,,this section equals to an English teaching syllabus for seafarerssomehow. In addition, N/MEECE is the only way to prove whether a Chinese seafarer hasa certification of serving onboard or upper rankings; hence, its examination syllabusdesign affects the compilation of relevant textbooks and the training target of everyseafarers training organization. In this instance, whether the N/MEECE syllabus hascovered all the requirements presented in IMO model course ‘Maritime Focus’ section(hereinafter referred to as MF) is severely important.In this thesis, investigation will be launched based on the questionnaires andinterviews to instructors of Maritime English (hereinafter referred to as ME).
