China has always been developing with a vibrant civil society. Community economic development (CED) project is an important carrier of abstracting societal forces to promote development in peripheral regions like Wenchuan County, which is a remote rural area in Sichuan Province, China once severely damaged by the 2008 Sichuan earthquake. This study will investigate the needs of victims and the performance of local governments who chose the CED approach to meet the needs of victims in Wenchuan County. It will also try to find out why a CED approach is important for promoting post-disaster reconstruction of Wenchuan County.
The relationship between government support and CED projects will be discussed, and suggestions will be made to other governments that want to promote this kind of development.

In recent years, many regions around the world encountered catastrophes such as earthquakes, volcanoes and Tsunamis. Community economic development(CED) is an important part of reconstruction work in these areas. Similarly, the less-developed regions also can learn to implement the appropriate CED projects for interest and social responsibility. It is important to find why more and more governments used CED as a particular approach to promote regional development, especially in those areas that need to be rebuilt. To achieve this goal, I have chosen to study Wenchuan County, Sichuan Province, which currently uses specific types of community economic development (CED) projects to rebuild the society and economy in the earthquake-stricken areas in China.
