社区经济发展项目（CED），在中国地震灾区重建和经济社会。学到的经验和教训，将给予非常有用的建议，向受灾地区和农村地区在选择项目，以促进土木工程署在灾后重建和发展的区域。

In recent years, with the support of local government, many CED projects have been implemented in different regions of China to promote the regional development. However, many local governments in rural areas in China were inexperienced in selecting appropriate CED projects. They randomly introduced some shown to the officials. Moreover, they lack proper strategies to implement CED projects, as there are few studies to reference, and they cannot evaluate the role and effectiveness of the CED projects which were implemented in some areas.近年来，在当地政府的支持下，许多CED项目已在中国不同地区的实施来带动整个区域的发展。但是在中国农村地区，许多地方政府选择适当的CED项目经验。他们随机推出一些官员所示。此外，他们缺乏适当的策略来实现CED项目，很少有研究参考，他们无法评估的作用和成效，在一些地区实施的CED项目。因此，它必须提供当地政府正确认识CED项目和一些变现的策略。因此，这是本研究的出发点之一。
Therefore, it’s necessary to provide the local government with correct understanding of the CED projects and some realizable strategies. Thus, this is one of the starting points of this study.
In China, government should preside over regional development. However, regional development in China is unequal; and the situation provides a perfect condition for developing CED projects. Moreover, there is no fixed policy or rule for government support for development projects (CED) in China. If possible, it will be valuable to prove government support for the development of CED and give some suggestions for the co-operation between government and CED projects.  在中国，政府应该主持区域协调发展。然而，中国区域发展不平等的情况提供了一个完美的条件，发展CED项目。此外，为开发项目（CED）在中国政府的支持，也没有固定的策略或规则。如果可能的话，这将是有价值的证明CED的发展和政府的大力支持，给予一些建议，供政府和“保护所有人免遭强迫失踪国际公约”的项目之间的合作。
笔者在加拿大学习的机会，本研究将建立在加拿大的一些专家的理论和研究成果，有关海关和加拿大地区的经验，以帮助在中国的发展CED。此项研究将尽最大努力，在中国社会经济发展和改善社区对大家有所帮助。
With the author’s opportunity of studying in Canada, this study will be founded on some Canadian experts’ theories and research findings about CED and experiences from regions of Canada to help the development of CED in China. And this research study will do its utmost to be helpful for developing the social economy and improving community in China.
