There are two ways to recruit personnel to perform such dangerous jobs, whether by forcing people to do it, or induce them to choose the job voluntarily (ibid: 244).
Compensating Wage differentials can be interpreted as a kind of tool to buy a well working condition by accepting lower wages, or sell this undesired working condition and receive higher compensation (ibid: 244). CWD is sort of a price on good condition that can be bought by the workers by receiving lower wage, or poor conditions that are sold by the workers to get higher wage as compensation (ibid: 245).
This can also be described so that positive differentials (higher wages) pursued by bad working conditions, and negative differentials (lower wages) will be followed by good working conditions. Such interpretations can only be pulled out when other things are held accordingly (ibid: 245).
With this thought that someone looking for job in the market and the probability of getting a good job or a bad job, and both jobs are paying as much as in salary. The job-seeker will choose the good job and excludes the bad job because he can work on better terms at the same wage level.
In another context, think there are two types of jobs, one with very good working conditions and the other with very poor conditions, and if the job-seeker has no qualifications or education, the poor job pays him more, according to CWD. The poorer job with poorer working conditions will benefit him more, because he chooses poor working condition and he will get compensate for it. (ibid: 245).
The CWD is not so easy to say that at in a worse job conditions the worker gets paid more and vice versa. But to say that if workers' Characteristics kept constant, will the employees of the poor working conditions receive higher salaries than those in the good working conditions. And with the characteristics defined everything that affects wages as: race, gender, work experience, age and more.
In this theory there are three assumptions:
1 - Utility maximization: in this assumption all workers maximize their utility, and not income. CWD will only occur when an employee does not choose the highest paid job, but prefer the job that pays less but have satisfactory working conditions. This behavior will enable the employer to be attractive by offering a lower payment, but a pleasant job (ibid: 246).
