Conclusion


One of the many drawbacks of the “Education Reform” about small class teaching wasthat it eliminated even the inadequate floor for school funding of the basic education act andreplaced it with class size funding at whatever level the education ministry wanted to fundschools during at particular year. Thus, this reform was not just harmful in terms of delayingschool funding until 2018, but was even more harmful in that it set back progress on class sizereduction to pre-1977 levels. Currently there is no protection for either public school teachersor public school students.The 2009 education ministry cut a billion dollars in public school funding from 2008levels. Most of this funding was temporarily restored from budget stimulus funds. Howeverthis funding will be gone by 2011 and unless a new source of revenue is placed on the 2010ballot, it is likely that another billion dollars in cuts will be required by the 2011 school yearresulting in the loss of as many as 10,000 teachers and raising class sizes in our State to thehighest in the nation. Thus, understanding the consequences of extremely high class sizes isbecoming increasingly important.
Taken together, these studies strongly support the class size initiative. They providecompelling evidence that reducing class size, particularly for younger children, will have apositive effect on student achievement overall and an especially significant impact on theeducation of poor children.Moreover, lower class size trumps even the most generous results from the highlycontested research on vouchers. Of course, small class size is not a panacea. Reducing classsize is a significant means of improving student achievement, but it is not the only piece.
