1.1.1 Background

With the reform and opening-up, China has developed into the world’s second-largesteconomy. The outside world is eager to learn more about China and Chinese people expect topresent a real China to the world.

With the influence of globalization, the needs for national development and the changinginternational situation are forcing most countries to make progress, especially the developingcountries. China has been making great efforts to advance reform and opening up since 1978.During these years, China has been adhering to the basic state policy of opening-up andimplementing a more proactive opening-up strategy. It has made significant progress ineconomic and social development. However, facing the imbalance of regional development,resources, infrastructure construction, China needs to deepen reforms in every field andvigorously promote a new round of opening-up since the reform and opening-up is a long-termpolicy and a permanent goal. In the report at the 19th Party Congress, General Secretary XiJinping mentioned “reform” over 65 times. He stressed that China’s reform had entered asituation where tough challenges must be met. People should have the resolve to make painfulself-adjustments and tackle problems that have built up over many years.

In order to stimulate the province to face up to the responsibilities in the reform andopening-up in the new era, Guangdong Academy of Social Sciences organized a team in 2016to prepare and edit the history of Guangdong’s Reform and Opening Up (1978~2018) underthe organization of CPC Guangdong Provincial Committee. The team upholds Xi Jinping’sThought on Socialism with Chinese Characteristics for a New Era as guidance, adopts basicviewpoints and methods of dialectical materialism and historical materialism, and sticks to theprinciples of seeking truths from facts and arguments stem from history. Studying andpresenting historical facts and data, this book systematically demonstrates the spectacularprocess of Guangdong, a backward borderland before, in becoming the top province in Chineseeconomic growth.

The History of Guangdong’s Reform and Opening Up enlightens people engaged inGuangdong’s social and scientific theory studies to take the responsibility of promoting thereform. The province needs to take advantage of its experience, research on its abundantresources of reform and opening-up, scientifically summarize the successful experience,promote the Party officials’ abilities on deepening the reform, and build up strong confidencein the new start of Guangdong’s reform and opening-up. The research achievements willeffectively support a new start of reform and opening-up in Guangdong on a theoretical andpractical basis, and help officials to learn from experience and accept suggestions for a newround of comprehensively deepening reform.
