2.7 Top Management Support for the Project
Influences from the top management will be critically powerful for the process of a project. A lack of executive’s contributions may bring project severe disadvantages. As researched by Munns et al. (1996), nine of fifteen case studies of project management rated successful and outstanding were monitored by highly skilled project managers. Sometimes, unsuccessful projects were related to a lack of high leadership qualities. Consequently, an outstanding project will not only need a highly experienced project manager, but also a high involvement and support of the manager. This appears that the project managers should make sure that they have adequate resources to implement the project within the overall objectives of the organization.
 
In the Edge Project, project managers are responsible for considering “privacy, information security, conflict of interest and dealing with the risk of unethical behavior” (page 68)[1]. In addition, the roles of different involved parties for the project have been refined in the Development Contact especially the Commonwealth Project Manager (CPM) (page 85). In addition to the above, contracted projected managers were also required to make sure appropriate processes were on the track with the aim of assessing deliverables qualities before implementation. 2.8 Highly Skilled Project Team
A highly skilled project team is associated with better decision-making performance. Many studies suggested that there is a strong relationship between project performance and decision-making developed by project teams. A large percentage of unsuccessful projects were failed because of poor performance with respect to time or cost. According to the research conducted by Munns (1995), a mutual trusting relationship between project management and project team might ensure an open exchange of information and then led to a successful project. The approach in which the project members enter into the project is significant in deciding the final results. This seems that it is imperative for project managers to choose highly experienced and skilled team members who can positively shape the others’ behaviors in the project.
 
Even though the Edge Project Team had estimated the Net Present Value (NPV) and the benefits each year from 2002–03 onwards (page 16), “there was no internal reporting of Finances by the FaCS Edge Team to FaCS’ BARAC” (page 20). Additionally, the overstated expenditure figure by $3 million over the four-year period of financial records was caused by a misunderstanding by the Edge project team on the skills of accounting and finances (page 20). Also, the ANAO regarded that the team has not met the requirements of the relevant CPG and probity better practice when it finalised the tender evaluation plan, after the evaluation process had begun (page 64 &65). Even though, some contributions made by the project team cannot be neglected. For example, the team was responsible for resolving differences between Edge and Income Security Integrated System (ISIS), as well as leading to some corrections to ISIS (page 49).
