摘要:To summarize, this paper had observed the Edge Project performance and examined its effectiveness from twelve angles of project management success factors. 总之,本文所观察到的边缘性项目,并从12个角度的项目管理成功因素研究其有效性。

Budget, Timeframe and Quality Requirements
Project management should also pay attention to control the schedule, cost and quality of the project. A project manager should be able to apply the schedule to connect with the sponsors and stakeholders, as well as senior the management in a way that can be understood by all. Effective control of the budget, time schedule and quality involve management of the overall scope of the project. It posts a great challenge for project management that the project manager should be capable to provide a system for clearly identifying the most suitable life cycle for the project and avoiding pressures from budget and quality practices.All in all, the project has involved a detailed business requirement in November 2000 (page 38) as well as a framework includes standard requirements for reporting on the procedures of project conduction. All of these can make a force for project parties to examine their performance and result in work efficiencies, even though it should be improved in some small parts of the business.
 
This is desirably achieved in this case. In the page 174 of Better Practice Guides, it illustrated that there were an internal budgeting conducted in Feb. 2003, and the performance information in portfolio budget statements proposed in May 2002. Especially, in the section of “Principles” (page 74), responsibilities for budgets were significantly mentioned. Considering the Timeframe, there was a Figure specially presented the timeline recorded in the page 38 of this case. Most main activities have been demonstrated item by item. In July 2002, changes to quality control and assurance process had been introduced, which might also be the evidence of the project’s efficient performance on this issue.

To summarize, this paper had observed the Edge Project performance and examined its effectiveness from twelve angles of project management success factors. By providing both theoretical and practical evidence, it came to the conclusion that the Edge Project performed well in project planning, clarify of objectives, scope and deliverables, involvement of executives, technology advancement, risk management and definition of schedule, timeline and quality requirements; while still needed to make great efforts on incremental staged approach, achievement of supports from sponsors, clear requirements identification, improvement of project team’s skills, as well as competence improvement of project managers.
