1.1 The Situation of Independent College
Independent college is a new thing appeared in China Education reform in recent years. Itsteaching and study is always a concerned topic among people, especially because in recent years,Chinese higher education has been developed rapidly, and more education reforms have beencarried out. So independent colleges have already been the important position in the Chinesehigher education reforms, and become a new pattern of the higher education. We know, the firstindependent college was approved officially by Chinese Ministry of Education in 2004, andsince then independent colleges have presented their unique characteristics.First, it should originate from one branch of a secondary faculty in a public university. Afterit is able to separate from its mother university, and its mother university actually arranges someteachers and administrators to service in the independent college so that the mother universitycan help it works develop smoothly in order to maintain the education quality.Second, independent colleges are established by non-govemment powers such as a powerfulgroup, a company, an educator or an investor There is no financial support from the government,and all the payments of the college come from the background support of its ownership andtuition of the students. So high tuition is one characteristic of the independent college and is alsothe main source for the running of the college. Now according to the wide publicity, more andmore students are enrolled into the independent colleges, and this situation gets the main supportof the financial source. In 2008, some statistical data from the independent college summitmeeting indicate that there have already been 315 independent colleges and about 1866000students have been enrolled therein.

1.2 English Learning Situation of Students in Independent Colleges
In China, since more and more international cooperation and contacts have taken place inrecent years, English is becoming a significant language as a role in the world. English is used ininternational communications, such as economical and political communications, culturalcommunications. Due to the increasing attentions paid to English, people are required to learnand use English in their life and works craftily. This has been a developing trend for learningEnglish well from kindergarten to college. Here, we find the special situation of learning Englishof independent colleges and their students. Generally, the students in independent colleges havepoor knowledge basis, weak learning habits, and low scores in examinations, and theindependent college have new teachers, weak achievements in teaching, and poor teachingexperience. From the above-mentioned situations, more and more independent colleges not onlyrequire English as a compulsory course for non-English majors, but also demand their students topass the English tests, CET-4 and CET-6, in order to evaluate the students' English level formeeting the needs of society. There are many ways to inspire students to study hard in Englishstudy, for example, no pass CET-4 or CET-6, no graduation certification.
