  Does it form a firm basis on which to initiate a project ?
  Does it indicate how the customer will assess the acceptability of the finished product?

As far as possible, the brief should be as precise as it can be. Bearing in mind that this process is taking place at the start of the project, it is highly likely that there will be areas that cannot be well defined. These should be identified and investigated further, possibly by means of a feasibility study.
Some situations may, however, call for the brief to be left as open as possible. Maylor (1996) quotes the example of the Disney Corporation which employs large numbers of people to create new ideas in entertainment. Under these circumstances, a very precise brief may well restrict individual creativity.

2.2 Project Definition
 
Basically, the Project Definition is a number of statements which state - WHAT WORK WILL BE DONE - THE EXTENT OF THE WORK TO BE DONE - LIMITATIONS. It is not written in terms of 'we will provide six workstations' but more like 'the project team will evaluate the need for workstations and provide sufficient workstations to cover this requirement'.
Not every client brief is written in a way that the project team can act upon, for instance, it might simply say 'produce an on-line sales catalog', without further information the project team will be at a loss about what to do.  Clients who have written briefs for past projects will have sufficient skills to produce this important project.
 
The definition of a project is: the way change is achieved. It needs a clear scope statement, clear roles, clear plans, clear control mechanisms, clear reporting structures... in other words good project management.
 
Basically, the definition of a project is an explination of the work to be undertaken and what the project will achieve. It is the brief re-written as a set of instructions which the project team can act upon, in other words, an instruction list for the project.
In concise format it will contain:
  project purpose and objectives;
  project scope;
  outline project deliverables and/or desired outcomes;
  any exclusions;
  constraints and limitations;
  interfaces with any other products or projects.
