It aims to reduce orprevent some actions of destructing the environment and to create a greener and moreharmonious environment for our human beings.Though studies on C-E translation of public signs have a long period in China and havegot some achievements, it is far from satisfactory. As early as in 1998, Ni Chuanbin and LiuZhi put forward five principles of public signs translation in public translation works. Theyare; brevity, simplicity, appropriate mood，standardization and appropriate humor. But suchstudy didn't arouse enough consideration of the scholars at home and abroad or weren'tworked on systematically, either. Public signs translation didn't get the considerable concernof the translation industry until 21^^ century. With China joining in WTO, more cooperationand interactions are needed. And more bilingual public signs are coming into being in order toprovide more convenience for the foreigners. Many scholars found and analyzed somemistakes and problems in C-E translation of public signs from different perspectives and theyprovided some practical translation strategies and methods for public signs translation. Butunfortunately, there are few studies specializing in environmental protection-related publicsigns. In 2010，Yuan Zhoumin and Chen Xinren firstly focused on the studies onenvironmental protection-related public signs. But they study it only from the perspective ofpragmatics. In fact, as environmental protection issue becomes increasingly important in thissociety，there are more and more bilingual environmental protection-related public signs.However, problems in these translations are increasing accordingly which brought about someembarrassment and inconvenience for some foreign guests. And after study and comparison,we found C-E translations of the environmental protection-related public signs are not enougheither in quality or quantity. Therefore systematical and theoretical studies on the translationof environmental protection-related public signs are very necessary and urgent. It requiresfeasible theoretical guidance.

 

1.3 Theoretical Basis of the Study
In order to open a new perspective for the translation of environmental protection-relatedpublic signs, this thesis takes functionalist approach—the Skopos theory as the theory frame.Functionalist approaches mainly refer to German Functionalism which came into being in the70s in the 20th century. The most influential theories are Katharina Reiss's Text typology,Justa Holz-manttari's Theory of Translation Action, Hans J. Vermeer's the Skopos theory{orskopostheorie) and Nord's Function Plus Loyalty. They all focus on the function of languagesand text in translation study.The German Functionalism, Hans J. Vermeer，breaking away from sourcelanguage-centered Translation Equivalence Theory, created the most basic theory ofGerman functionalist theory —the Skopos theory (or skopostheorie). The Skopos theoryapplies the notion of “Skopos” to translation. The word “Skopos” is a technical term for theaim or purpose of a translation. The Skopos theory is part of a theory of translational action.Translation is seen as the particular variety of translational action which is based on a sourcetext (Holz-Manttari 1984).
