Thus, it negatively affects to use of information for the competitiveness development.
2.3 COMPETITIVENESS RANKING OF THE WEF AND IMD
2.3.1 WORLD ECONOMIC FORUM: WEF
WEF have competitiveness rankings of economies around the word without focusing on business enterprises as a major factor. Regard to enhance competitiveness in overall objective. WEF starting conducted competitiveness ranking since 1979 that 32 years ago to present which uses various criteria including all 110 criteria, the global competitiveness index: GCI has the measure of 12 pillars, and under the three factors in order stage economic development. Then, the information used as the basis for this measure to empirical data in the statistical (secondary data and hard data) obtained from sources both the first from domestic, region, and international organizations and institutional networks which representing approximately 29 percent, the second from the survey of experts which 71 percent (Schwab, 2011).
The several criteria of 110 criteria, 12 pillars, and 3 factors are used to calculate and rated their competitiveness that recognizes hierarchical economic development (Stage of Development) are different which determine of GDP per capita levels of population in country and total exports of primary product. However, the each of rank of developing weight of each factor is not equal. Therefore, countries have been divided into 3 groups as factor-driven economies, efficiency-driven economies, and innovation-driven economy (Schwab, 2011).
Therefore, the domestic have competed or driven by different factors, that is critical to developing the competitiveness of each of group will be allocated a weight to those resources such as the one driven by economic fundamentals as unskilled labor and natural resources, thus, WEF will provide quite weight or importance to fundamental direct impact on the competitiveness of the country.
2.3.2 INTERNATIONAL INSTITUTE FOR MANAGEMENT DEVELOPMENT: IMD
Competitiveness ranking of the institutional IMD is focus on structural factors that conduct annually since 1989 to the present. Besides, information used to the basis measure based two ways which the first survey data 110 criteria, representing 45 percent, and the second, the secondary data or hard data to data sources include the domestic, regions, and international organizations, as well as the institutional network about 135 criteria, represents approximately 55 percent. The grouping by criteria measure of IMD is divided into four main groups of factors as economic performance, government efficiency, business efficiency, and infrastructure; and 20 sub-factors.
