新西兰的集群项目将不可能按照政策制定者所期望的方向去发展 , 但是 , 政府的干预措施已经为地方未来经济发展项目提供了一定的参考。一方面 , 政府的扶持力度可能需要进一步的加大。这样的政策不但可以让产业集群潜在的集中优势得到充分的发挥 , 而且这里有两个重要原因可以让政府从进退两难的境地中解脱出来。一个结果就是政策的特殊性被降低。先前的政策主要是针对全国范围内的集群给予一定程度的扶持。这些政策因为企业集群内的成员缺乏足够的参与热情而不得不中途夭折[14 ]。为了尽最大程度的发挥集群效益 , 政府可以把全国性的扶持转为地方性的扶持。 第二个质疑是转移到一个更为严格的产业集群分布支持。扶持方向可以转向那些资源优势好的组织群体并提高中小企业进入的门槛。这样的转移在制定国家政策的时候不是考虑的主要因素 , 但是对地方经济政策的制定和实施却影响深远。
