TITLE: The effects of Surge on the Responsiveness of the Medical Supply Chain.

ABSTRACT
Both the military and Pharmaceutical Supply Chain‟s represent numerous challenges and when the two are combined together into the MOD‟s Medical Supply Chain (MSC) this provides a unique challenge to practitioners. The purpose of this paper is to evaluate the responsiveness of the MSC, this will be evaluated in the context of both planned and unplanned surge, which play a significant role in the effectiveness of the MOD‟s MSC.
Taking an Interpretivism Philosophy, this research is conducted by adopting a single case study strategy. Mainly primary data of a qualitative nature is collected through research methods that encompass a face to face preliminary study and semi structured interviews.
The findings revealed that there are two very distinct supply chain designs in the MOD‟s MSC that display very different characteristics. When product is delivered into the MOD‟s Supply Chain, this creates a de-coupling point which separates the commercial Supply Chain and the military Supply Chain. Upstream of this de-coupling point is characterised by transactional collaboration between the MOD and commercial partners which results in a lack of visibility and a restricted flow of information. As a consequence inventory is held at the de-coupling point to allow the MOD to guard against periods of surge. However downstream of the de-coupling point within the MOD‟s Joint Supply Chain, processes and procedures are in place that allow the Supply Chain to be responsive to the needs of the end customer through common information systems and an integrated and coordinated distribution network.
