The term supply chain management (SCM) has risen to prominence in the past ten years (Cooper etal. 1997). The significance of SCM has been of substantial importance since the early 1990s, although the approach, or rather the concept, was introduced back in the early 1980s (Oliver and Webber, 1982). Supply chain management is closely related to the enterprise main business and optimizes their business and creates value. With the continuous development of supply chain management, supply chain management will become more apparent influence on firm performance. Effective supply chain management will give enterprises the change on the efficiency and effectiveness, also form the core competitive advantage, enhance their responsiveness to customer service, effectively improve customer satisfaction, enhance the ability to identify changes in market demand, and respond to market sensitivity and so on. As business evolves into the twenty-first century, the predominant management focus driving many organizations is supply chain management (SCM). In recent years, communications and information technology develop rapidly. Make all aspects of the supply chain, each stage of the management and coordination to be possible, not only reduces the cost. More importantly, customer needs can make a fast response.

The purpose of this essay is to discuss and debate the topic “Is Supply Chain Management an organizational function or a philosophy?” Specifically, the essay will begin to respectively define what Supply Chain Management is as an organizational function or a philosophy and highlight key characteristics of the two definitions. Then it will discuss the advantages and disadvantages of the two definitions and identify the relationships between organizational function and philosophy of Supply Chain Management. And that basically what gets lost when SCM is an organizational function and can we ever truly implement it as a philosophy will also be on analyses. At last it will make a conclusion on the relevance and appropriateness of supply chain management as an organizational function or a philosophy. My idea on SCM emphasis on an organizational function or a philosophy is given. Academic theorists and examples of real practices will be used to support arguments put forward. Trend of economic globalization in the world,, modern information technology has developed rapidly. In this context, supply chain management came into being. However, different experts have different views on the implementation of supply chain management (Zachariassen and Liempd, 2010).
