should be influenced and unable to concentrate on study. College students are the future managers of the country, but more importantly they are the future citizens of this country, especially there are more and more university graduates. When they are faced with the various problems in actual world, they will make deep considerations of those problems and try to seek the solutions. Thus, all kinds of imagination emerge.
B. Rule by Law
It is almost a truth universally acknowledged in China, that the weakness of the rule by law is due to the historical reason: federal centralized authority ruled China for thousands of years and it would naturally take a long time to establish the legal system governed by law, but not by people. This kind of view exaggerates the influence of historical restraints on people’s mind but loses sight of the reason caused by their own interests they are striving for. It is actually another way to shirk responsibilities of contemporaries and the present government. We do not believe that the longer the history is, the harder the reforms are. American people’s success on the rule by law of their legal system is not because their short history and such theory that to draw a picture on a white paper is easier. What matters is to make people get rid of old fixed ideas and pick up the new ideas with the conviction that we can make a legal system as good as American.
Good legal system brings happiness. That is a new belief among Chinese of insight. Only when everyone treasures his rights and interests, the legal system can work and be improved under a transparent environment. Then there will be no corruption in China for the government officer’s power is largely restricted.
Thus, the more people take part in public political life to strive for the individual rights and interests, the better for our construction of rule by law. There will be more voices of grassroots and more and more ordinary people will take part in the public life.
That is a good beginning. With more and more ordinary people’s participation in public life to show and exchange their thoughts, the legal system can be improved and reformed in an open surrounding. To establish a perfect legal system in such a country lacking in sense of law is a long way to go just like what Qu Yuan sighed: My way ahead is long; I see no ending; yet high and low I will search with my will unbending.
IV. Chinese Cultural Revival in the Twenty-first Century
The above is about the efforts we should make and our disadvantages. The writer cannot help touching on something encouraging, for to be confident is a decisive factor of one country’s rise. And another reason is that Chinese culture is really very great. To a country, dignity is not brought by economy but by culture.
“Western culture will give way to eastern culture in the twenty-first century.” Ji Xianlin, professor in Beijing University, put this strong belief forward. He holds that the essence difference between western and eastern culture is the way of thinking: western analytical and eastern comprehensive.
That is represented in all the facets of social life. Let’s take the medicine as an example. If your head aches the western medical therapy treats your head and if your feet ache the western medical therapy cures your feet. But the traditional Chinese medicine treats the human body as a whole in a comprehensive way. But the truth is that, if one part of your body has problem, there must be som
