2.1 A Brief Introduction to National English Curriculum Standards(the 2017 edition revised in 2020)

The new edition of NECS is a pragmatic document formulated by the Ministry ofEducation of the People’s Republic of China to guide English teaching in senior highschools. It was officially promulgated at the end of 2017, and then revised in 2020,marking a new stage of curriculum reform.

NECS is the basic guideline of the compilation of textbooks. English teaching,and testing should also be in line with it. The NECS reflects the country’s basicrequirements for students at different stages in terms of knowledge, skills, emotions,attitudes, and values, etc., provides the framework for course content, and offersteaching and evaluation suggestions.

According to the interpretation of the NECS, the 2020 version has severalprominent features, which are worth exploring, compared with the previous version.The following are the main changes about content in the latest revision (Mei Deming& Wang Qiang, 2020).

2.2 Textbooks and Textbook Evaluation

Textbooks are the core teaching materials, whose design are based on therequirements of education department in government, so they are systematic andauthoritative (Chen Xiaotang and Sun Xiaohui 2011:1-2). There are plentiful booksbecause of the textbook policy of one syllabus and multiple textbooks, and theincreasingly open and active textbook market. It means that teachers must conductscientific and systematic textbook evaluation in the process of selection and use ofteaching materials.

2.2.1 The Definition and the Functions of Textbooks

In 2013, the Georg Eckert Institute for International Textbook Research ( GEI )published a book called Textbook Quality: A Guide to Textbook Standards developedby Ivan Ivic and Ana Pe ikan. This book elaborated the textbook characteristics,function, essence and structure. It made clear that textbook had a series of specialfunctions and structure characteristics (Ivan Ivic&Ana Pe ikan,2013). Teachingmaterial is necessary for both students and teachers in the process of learning andteaching. It can be defined in broad and narrow ways. If we take a broad view,materials for learning and languages teaching could include ‘realia’ (real objects suchas a chair or a shoe or a piece of fruit) and representations (a drawing or photograph,for example, of a person, house or scene) (McGrath Ian, 2016). So broadly speaking,teaching material refers to all materials used by teachers and students in and out theclassroom, including textbooks, grammar books, workbooks, dictionaries, etc.Materials edited or designed by the teachers also belong to this category. In a word,teaching materials can be defined as the materials which are helpful for learners toincrease knowledge and skills. The narrowed sense of teaching material refers totextbooks.
