In the past, in order to achieve needs of the resource occupation and control process, enterprises take measures to expand the scale of shares, and establish a relationship among the raw materials, semi-finished products, parts and components enterprises. This kind of management mode is characterized by the full use of internal resources, with incorporating all production related resources into the enterprise to reduce the market transaction cost. However, as the reduction of the market transaction cost, internal organizational costs will increase, as a result, this kind of management mode is no longer suitable for enterprise development. At the same time, the information technology makes the enterprises turn to the external resources, so outsourcing becomes popular (Feenstra, Robert & Gordon, 1996).
