The proportion, which is to employ the third party logistics to do all the logistics operation, has increased from 16% in 2000 to 26% in 2001.( Hapag-Lloyd 2001) 4.5.2 Levels of Logistics in China A research in Tennessee University in America shows that after using the third party logistics of the enterprises, they may get many benefits. The cost of operation reduces to 62%. While in China, the cost of enterprise after using the third party logistics can only reduce 28%. The comparative disadvantage of the third party logistics in China can be seen from the following aspects. (1) A research in Tennessee University in America shows, the proportions of the third party logistics in the whole logistics market are 73% in America in 2001, and in Europe, the proportion had already reached to 76% in 1996. 6% European enterprises that have already accepted the third party logistics services are considering the possible increase of such service, and the same thought with 7% American enterprises. According to the statistics of China Storage Association in 2001 from Feb. to Apr, in China, the logistics of manufacturing raw material enterprises only give 18% of the whole to the third party logistics; the logistics of product distribution only gives 16.6% of the whole to the third party logistics. The distance could illustrate that logistics operation is far less disadvantaged than the advantaged countries, at the same time, we can also see the potential of logistics industry in China. EDI, information management and other new services sections provided by the third party logistics largely satisfy the various needs of customers. According to the statistics of China Storage Association in 2001 from Feb. to Apr, the third party logistics service range in China only limited in logistic transportation, simple storage, and other simple functions. Manufacturing enterprises only leave the main road transportation and market distribution to logistics enterprises; Business enterprises leave the main road transportation, storage and market distribution to logistics enterprises. Because of the influence of local protection, toll stations are set everywhere in various names. They divide the local small logistics cycle from the national big logistics cycle. All these lead to the low quality development, low scale of logistics. People cannot design the logistics system, and cannot give out integrated services of the third party logistics services, etc. We can say that the third party logistics in China is still in the early stage of logistics to do traditional transport and storage. It has to turn to the real the third party logistics, and it has already in the process. 4.5.3 Low Satisfactory Level A research in Tennessee University in America shows, 80% of the third party logistics consumers satisfy with the services provided, while in China, according to the statistics of China Storage Association in 2001 from Feb. to Apr, only 54% manufacturing enterprises and 53% business enterprises are satisfied with the services provided by the
