the other side, new models and new joint ventures are two characteristics of year 2002. There are several reasons behind the different attitudes of foreign caretakers. Obviously, the first reason is the huge potential market. As developed countries have saturated markets, Chinese market becomes the last big "lucrative cake". (China Automotive Industry Year Book 2004) Huge demand, especially private car demand, strengthened the foreign caretakers' confidence. A relevant study conducted by the Industrial Economy center under the State Council has shown that a country's auto industry is closely related with its macro economy. (China Automotive Industry Year Book 2004) A good macro economy offers a beneficial environment for auto industry and promotes auto consumption. In addition, a brisk auto industry undoubtedly can drive forward the relevant industries as well as the macro economy.

Another reason is the tough competition in Chinese market. Encouraged by China's WTO accession, many foreign carmakers stepped up promotion by launching new products and upgrading their old ones (Dr. Rene Haak, "Market and Technology Leadership in the Chinese Automobile Industry:  Strategic Management in a Dynamic Environment”). None of them wants to leave behind. Since the automobile quotas will not be lifted until year 2005, multinational enterprises cannot just sit to wait. Even without quotas, the minimum import tariff rate will be 25 percent. If they wait until that time to sell their complete cars to Chinese market, it will be hard to compete with domestic cars. The tough competition results in new products in car market and stronger joint ventures (Chen, Jin, 2000, The Growth strategy of Chinese Passenger Car Industry). Moreover, Chinese car market needs various sorts of cars to satisfy different areas. A single model cannot deal with the whole market. Instead, joint ventures begin to launch their latest models to gain advantages in China.

Summary
China entered WTO in December 2001. Since then, the Chinese car market experiences lower tariff rates, more investment and fairer market competitions. That indicates a completely open market. In such a context, China’s policies concerning car industry is adjusting itself to WTO commitments during the buffer period of 5-6 years. New models and new joint ventures are two characteristics of year 2002. A large number of foreign investors came to China and sought corporation with Chinese manufacturers. The first reason for this kind of market entry is the huge potential market. Compared with the saturated markets in developed countries, the Chinese market becomes the last big "lucrative cake". Huge demand, especially for private car demand, is a large temptation to foreign manufacturers. Another reason for more joint ventures is the tough competition in Chinese market.
