摘要:RESEARCH OF HEBEI UNICOM’S STRATEGY OF COUNTRYSIDE INFORMATIONLIZATION为了实现农村信息化是经济发展和社会信息化的最重要的方面之一。

statistics shows that, mountain area occupies almost half of the Hebei province and cultivated land only has 23%. Not only the amount of fixed telephone and mobile phone but the computer and internet user are small which indicates that in Hebei province informationlization is weak. In the general information section, what the countryside residents mostly wanted new are: agriculture news, technology trend and living encyclopedic; in professional information section, they mostly like to know: weather forecast, human resource and planting; in the market information section, they would like to know about: market price, company information, buying and selling information. In the management section, what they want to know are: Law, standard and policy. The channel they acquired to know all those information are through TV stations and radio stations, relatives and through market. Apart from the owing rate is low, the use of other information products are good. People living in those area cannot afford expensive information products. In the research of four big telecommunication operators, the author discovered that China Unicom has advantage over sending text message, communication cost, diversified service, countryside information service quality but have disadvantage over quality of voice calling, communication service quality, cost performance, network covering area and so on. Apart from that, the relationship of the use of information products and countryside residents’ living condition and satisfaction degree are also being put into research. The result came out as those front edge information products have far more greater effect on people’s income than other two elements which indicates that better technology increasing the chance for countryside residents to improve their income. The statistics from the research proved that front edge information technology has important meaning to increasing the level of income and satisfaction degree.
(4) It is necessary for Hebei Unicom to develop rural area market. Increasing investment in the rural area is the key method to realize Hebei Unicom’s strategy to keep steady business growth rate and take advantage of the competition in the future. Hebei Unicom’s development target towards countryside is: standing at high point to take the opportunity to develop and construct rural area’s telecommunication infrastructure, increase the speed of development of the countryside telecommunication and try to decrease the ‘digital gap’ between cities and countryside in order to provide excellent service to continuously developing new China’s countryside area. The strategy are: get support from local government, improve infrastructure building, improve network coverage in the area; investigate local residents’ requirements in order to expand market share; develop creative marketing strategy; develop countryside information network and integrate information release.
Finally, this article suggests advice towards government and future research.
