e Twelfth National People’s Congress of the People’s Republic of Chinaon April 27, 2017, which was amended according to Provisions of Jiangsu Province onAdministration of Surveying and Mapping Market, discussed and adopted at the 55thExecutive Meeting of the People’s Government of Jiangsu Province on November 8, 2010.

The Regulations are composed of ten chapters, covering 64 articles in total. ChapterOne is named as General Provisions, which specifies the purposes and applications of theRegulations and states the guidance and principles on Surveying and Mapping GeographicInformation. Moreover, it expounds on the functions and duties of people’s government atall levels. Chapter Two mainly discusses the graded administration of basic and othersurveying and mapping activities. Chapter Three illustrates how the surveying andmapping results shall be carried out, summarized, utilized, submitted, published andprotected. Chapter Four states the responsibilities of the units and departments in charge ofthe map management. Chapter Five concerns the responsibilities of each department atdifferent levels should take in providing geographic information services. Chapter Sixclarifies the infrastructural facilities of surveying and mapping geographic information.Chapter Seven illustrates the eligibility as well as the qualification engaged in surveyingand mapping activities each surveying and mapping unit shall obtain. Chapter Eightfocuses on the supervision and administration of the surveying and mapping market.Chapter Nine clarifies the legal liabilities all the units should undertake if violating theregulations. The final chapter is about the implementation date.

 Chapter Two Major Issues and Difficulties

2.1. Translation Difficulties at Lexical Level

2.1.1. Terminology

There exist two kinds of terminology including legal terms and terminology onsurveying and mapping geographic information in the Regulations. The author willdescribe the difficulties encountered in terminology in this part.

2.1.1.1. Scientific and Technological Terms

Technical words refer to words that can exactly explain definite concepts in a specificfield of science and technology (Fang, 1999: 33). Different from everyday English, theyoften comprise precise and narrow meanings unique in one field, which require translatorsto have a good knowledge of the corresponding field. Compared with other words,scientific and technological terms occupy a small proportion in the source text, but they arethe key for the translation project. Such terminologies, characterized by a high level of professionalism, preciseness and relatively fixed meanings, will appear repeatedly. How toensure the consistency of their translations deserves the author’s deliberateness. 

Only with a clear understanding of the terms of surveying and mapping geographicinformation can the author comprehend the relationship between rights and obligationscontained in the source text. Therefore, to accurately grasp the connotation of words andphrases used to express relevant concepts in a professional field is the premise of findingthe corresponding translation in English. The translation of the terminology on surveyingand mapping geographic information is the focus and difficulty of the project.
