笔者认为法律具有高度的权威性，翻译的质量直接影响着中国法治国家的国际形象。然而，目前我国法律法规翻译缺乏有效的定期协调机制，也没有相应的管理规定和措施，导致法律法规翻译水平参差不齐，出现了许多误译现象。另一方面，对地方性法规的翻译研究还比较欠缺，也导致了对地方性法规翻译缺乏方法论指导。因此，翻译文本中的词语和句型不规范，翻译过程不符合专业标准。

1. Chapter One Project Survey

1.1. Background and Significance of the Project

With China’s successful entry into the WTO, its connections to the world havebecome increasingly close. Given the economic tensions in the bilateral relationship ofChina and the US, legal translation has become not only an important part of the publicsharing of the administration information promised by our government but also animportant means to publicize China’s legalization and regulate the behavior of foreignvisitors to China (Li & Dong, 2015: 225). Although the research on legal translation inChina is developing, it still lacks a set of normative and systematic guidelines. At present,legal translation theories are only involved in linguistics such as the theory of systematicfunctional linguistics and the theory of translator’s subjectivity in translation. China’s legaltranslation theoretical research still has much room for development, so the establishmentand maturity of such norms still has a long way to go.

As China’s legal system is gradually improving, the state endows every region withmore local legislative power, making the number of local rules and regulations throughoutthe country increases continuously. The translation of local rules and regulations in Chinais officially organized by the government, representing the image and will of the countryand has certain legal effect on foreign legal affairs. Therefore, it is necessary to pursueexcellence in translation quality and strictly abide by relevant translation standards. In2003, the Notice on the Official E-C Translation of Administrative Regulations was issued,in which the General Office of the State Council clearly defined the responsibilities of alllocal governments and departments on translating rules and regulations. This greatlyhelped Chinese understand and learn from western laws and regulations while the Noticefocusing on the norm of C-E law translation has not been published yet, requiring localgovernments and translators’ endeavor to make it happen. Jiangsu Province initiated thetranslation of local rules and regulations in 2005, and the provincial office of legal affairs took the lead in organizing the translation and review of the task. In the translationpractices, the importance of translation normalization cannot be ignored anymore. Thediscipline concluded from the translation projects provided referential experience for thestudy of the translation of local rules and regulations.

1.2. Content of the Project

For the purpose of strengthening the administration of surveying and mappinggeographic information and promoting its development, the People’s Government ofJiangsu Province strengthened the regulation and management of relevant surveying andmapping activities and promulgated Regulations of Jiangsu Province on Surveying andMapping Geographic Information for better guiding related works in light of the specificsituation.
