Introduction
Earth is our Earth, a good environment for people around the world rely on to maintain. This is the common voice of the people of the world. It is a milestone in international environmental diplomacy. It means that the entry into force of humanity over the past several hundred years of unsustainable development path for a deep reflection on the concept of sustainable development reached a high degree of consensus that the human is determined to have the confidence to face the reality, for the benefit of future generations to meet the challenges. "Kyoto Protocol" the entry into force of the economic development and human own activities will have a significant and far-reaching impact.
1. Brief Introduction of “Kyoto Protocol”
1.1 Primary coverage of “Kyoto Protocol”
As the only existent International convention on suppressing the global warming in the whole world, “Kyoto Protocol” is an important part of the international environment law. The purpose of “Kyoto Protocol” is to establish specific feasible measure for the comprehensive treatment of the change of climate, which was not mentioned in “United Nations Framework Convention on Climate Change”. As it says in “Kyoto Protocol”, every developed country should make the let of Carbon dioxide and other greenhouse gases reduce 5.2% compared to 1990, but the developing countries do not have to do so. According to specific situation of different developed countries, the reduce target was made for each developed country. For example, reduce 8% for European Union, 7% for United States, 6% for Japan, 6% for Canada, 5% to 8% for Eastern European countries. There are three mechanisms for reducing the let of greenhouse gases, which are JI (Joint Implementation), CDM (Clean Development Mechanism) and ET (Emission trading). Since JI and ET are the cooperate mechanism only among developed countries, CDM is the cooperate mechanism between developed country and developing country, we will focus on introducing CDM.
1.2CDM
CDM, short for clean development mechanism, is a flexible compliance mechanism that was brought in “Kyoto Protocol”. CDM is a win-win choice for both developing countries and developed countries[1]. CDM allow both developing countries and developed countries to invest in the projects of reducing the let of greenhouse gases, and both of the developed countries and the developing countries can use the Accredited reduce to fulfill their commitments in “Kyoto Protocol” . The aim of the “Kyoto Protocol’ is made clearly in article 12, as it says that “the aim of clean development mechanism is to help the parties achieve Sustainable development and to make contribution for getting the final goal
