of the protocol”. The key point of CDM is to promote cooperation between developed countries and developing countries in doing the projects of reducing the let of greenhouse gases so that the goal of reducing the let of greenhouse gases can be achieved in the most effective way. According to the economical theories, it is the same to reduce the let of greenhouse gases in anywhere of the world, but it will cost differently and get different results in different countries because of the different development, labor force cost and some other factors. So during the negotiation of climate protocol, developing countries proposed the way that they should be allowed to take the lead in making some flexible policies and activities to reduce the let of greenhouse gases, which was passed after negotiation among the all the countries.
CDM provides a great foreground of North-South cooperation. On the one hand, for developed countries, some of its performance given the flexibility to enable it to cost the most effective way to meet their obligations; on the other hand, for developing countries to assist its able to take advantage of the advantages of low cost emission reductions from developed countries, access to finance and technology, promote their sustainable development; of the world, we can realize the same in the global emission reduction targets under the premise of reducing the overall cost reduction.
Since the "Kyoto Protocol" to confirm the legitimacy of overseas emission reduction achieved controlling greenhouse gas emissions on the North-South cooperation, therefore, the "Kyoto Protocol" the entry into force and implementation of all States Parties will have an impact on the socio-economic. In China, greenhouse gases, mainly from energy activities, industrial production processes, activities, land use change, and urban waste treatment of greenhouse gas emissions. Therefore, studying the "Kyoto Protocol" with China's socio-economic development should be major concerns of the "Kyoto Protocol" to China's energy and electricity, forestry development, the chemical industry and sustainable development.
2. "Kyoto Protocol" the benefits for China
"Kyoto Protocol" the entry into force of the technological revolution for Chinese enterprises to reduce energy consumption and has brought new opportunities for development.
2.1 "Kyoto Protocol" to give developing countries time to prepare
"Kyoto Protocol" to implement the first phase (2008-2012), the emission reduction obligations in developing countries does not undertake to give a preparation time for developing countries. In future, China will face enormous pressure to reduce emissions, it is necessary to complete this arduous task, both in terms of ideology, technology, equipment, funds need to put in place on a certain amount of time. "Kyoto Protocol" at least gave us 10 years of preparation time.
2.2 Provided for our introduction of technology and the transformation of the opportunities
"Kyoto Protocol" provides that: apart from the developed countries can realize their own emission reduction, but also to other countries by providing technical and financial to achieve emission reduction, that is, CDM (Clean Development Mechanism CDM). Because in a global scale, irrespective of where they carry out emission reduction, the effect is the same, while the cost of emission reduction in developing countries and the difficulty lower than in developed countries.
