The central government has announced a grant to Urban Local Bodies (ULB) and state governments as incentives for implementation of ‘three pro-poor reforms’ under JNNURM in order to develop ‘inclusive cities’. The reforms are as follows:
Creation of basic services to Urban poor
Implementation of 7-point charter, i.e. provision of basic services to urban poor including security of tenure at affordable prices, improved housing, water supply, sanitation, health and social security.
Earmarking at least 20-25 percent of the developed land in all housing projects both public and private for the EWS/LIG category with cross- subsidization.
Two Million Housing Programme (TMHP):-
2MHP was launched in 1998-99 under National Housing and Habitat Policy, 1998 to meet the housing needs of the EWS and LIG categories.
It is a loan based scheme which envisages facilitating construction of 2 million additional dwelling units every year (0.7 million in urban areas and 1.3 million in rural areas)

Interest Subsidy Scheme for Housing Urban Poor:-
The interest subsidy schemes will provide subsidized home loans for 15-20 years for a maximum amount of Rs 100000/- for an EWS individual for a house of at least 25 sq.mts and of Rs 160000/- for a LIG individual for a house of at least 40 sq.mts with central government subsidy to EWS and LIG category on the basis of following economic parameters:
EWS: Average monthly income of Rs 5000/-
LIG: Average monthly income between Rs 5000/- and Rs 10000/-
The subsidy will be at the rate of 5 percent per annum on total interest payable on the admissible loan amount for EWS and LIG over the complete loan repayment period.
