Second, the internal resources factors and the external environment factors jointly determine choice of the business entry model. Which mode of entry into the international market an enterprise should choose? This question gets answer through a careful analysis of the internal enterprise’ own situation and external environment. International market entry mode choice depends largely on what advantages the enterprise itself has. Enterprise should consider itself whether it has wealth of international experience and a number of specified assets, whether it has good strategic capabilities, and so on. In accordance with the multinational theory, asset specificity and technology advantage in enterprise generally constitute the company's ownership advantages, and the enterprise’s wealth of international marketing experience constitutes internalization advantages. When a company has ownership advantages, the company can choose the contractual entry mode; when the company has both conditions of ownership advantages and internalization advantages, company can choose to enter the international market with the export mode. If a company already has ownership advantages and internalization advantages, as well as the location advantages of the host country, then it may take the foreign direct investment mode to the host market. If companies do not have ownership advantages, access to international markets is extremely dangerous. Therefore, it is very important to increase technological innovation and strive to have a certain degree of asset specificity so as to form a competitive advantage. Environmental factors is related whether the business advantages of enterprises can play a role, but also to the market development and sales penetration speed and scale, thereby affecting the economic efficiency different entry modes may obtain. Thus, the environmental factors of home country and the host country should be taken into account for Chinese state-owned enterprises.
Third, the Chinese state-owned enterprises’ internationalization shows a gradual process. This dissertation proposes a new model different from the traditional internationalization process models and divides the internationalization process into four stages: pre-internationalization stage, primary internationalization stage, developing internationalization stage and the full localization. The internationalization process of Chinese state-owned enterprises has shown the shift from the internal-oriented internationalization to external-oriented internationalization. In the first phase, the enterprises carry out the international business activities, including import, purchase patented technology, franchising, domestic joint venture, to prepare to enter the international market in the future. In the second stage, companies begin small-scale international events; the overseas business of this stage is mainly restricted by the lack of experience, the company's home market environment and macro investment environment of the host country. Therefore, companies tend to adopt contractual entry mode. When the enterprises have set foot in some international activities, they begin to establish bases overseas and start a number of mergers and acquisitions. Companies at this stage are more influenced by the market environment of the host country.
