4. The Case of Pakistan
We have seen above that not only the advanced countries of the world are paying attention towards the collaboration of their industry and academia, but even the developing countries of Asia are also paying very close attention towards this issue, because these countries have realized the fact that this is not only the need of the hour, but is also very helpful in the overall wellbeing of their economy.
Presently, Pakistan is house to many renowned universities in different fields of education. These universities are making constant effort to initiate innovative courses that are not common elsewhere in globe; in management sector courses like Business Process Management, and Innovation, Markets and Organizations are good example of such courses.
Also, there are examples of groups like Mian-Mansha, Daud, Hercules and Chenab Industries that are investing in universities for their research work etc. However, either these attempts are observed at individual level, with the absence of any legislative rules or protection to either party, or these are focused on the benefit of either the industry or the particular university, there is no aim or
strategy that would result in the public benefit of the country.
Politicians, educationists, analysts and critics talk about developing U-I Collaboration, but no one has put an effort to actually practice their statements. Some men in power even go to the extent of pointing out bodies that are responsible for taking the initiative, but these statements end up in nothing more or less than a student’s project report.
Following initiatives have been taken by different bodies in Pakistan, but either these are stagnant or have not been implemented at all.
4.1 Initiatives Undertaken by Pakistan
HEC (Higher education Commission) is the main regulating agency for higher education in Pakistan. The HEC is playing a leading role towards building a knowledge based economy in Pakistan by giving out hundreds of doctoral scholarships for education abroad every year. Ministry of education and HEC are constantly making reforms to promote higher education and industry-academia collaboration. One of the main functions of the HEC is the promotion of research and development and supporting the development of linkages between institutions and industry as well as national and international organizations that funs research and development. Following are some of the initiatives take by HEC to promote industry-academia collaboration.HEC has initiated two separate programs for supporting academic research and for encouraging and supporting industry-academia liaison. National Research Program for Universities (NRPU)
This program is basically designed for public sector universities but recently its scope has been extended to some private sector universities like Agha Khan University, Lahore University of Management Sciences, GIKI, Foundation University Islamabad and Ripha International University Islamabad.
