dataset of Uruguayan manufacturing sector in 1988, Kokko, Tansini and Zejan (1996) examine the presence of FDI on the productivity of local firms through intra-industry spillovers. They find the effects of FDI on domestic firms through intra-industry spillovers are positive and statistically significant. Kokko (1996) uses a simultaneous equation model to test the hypo
thesis that the productivity of foreign firms and local firms are jointly determined. Based on a sample of 156 Mexican manufacturing industries in 1970, Kokko finds that spillovers from competition are not due to foreign presence alone but also to the simultaneous interactions between local and foreign firms. Additionally, the effects of FDI on the productivity of domestic firms are positive and statistically significant. Using a dataset of 29 manufacturing industries over the period 1993-1998 in China, Liu (2002) finds that FDI has large and significant spillover effects in that it raises the productivity of manufacturing industries. Wang and Gu (2006) examine the effects of FDI on total factor productivity (TFP) growth in the Canadian manufacturing industries over the period 1973-1977; they indicate that FDI generates strong and positive spillover effects on TFP growth through both backward and forward linkages. Similarly, Le (2005) tests the effects of FDI on labour productivity of 29 Vietnamese manufacturing industries over the period 1995-2002 and shows that the presence of FDI has a positive effect on the productivity of local firms. However, her study only examines the effects of FDI on the productivity of local firms through intra-industry linkages. Although these empirical studies at the industry level data provide support the role of FDI in promoting the productivity of domestic firms, there is a limitation of examining the effects of FDI on TFP growth through inter-industry spillovers including both backward and forward linkages as well as the simultaneous interactions between foreign and local firms at the industry data level. Flores et al. (2000) examine the impact of foreign direct investment on the productivity of domestic firms in Portugal. They find a positive relationship between domestic firms’ productivity and foreign presence only when a proper account is taken of the technology differences between the foreign and domestic producers and these spillovers are within the modern sectors. They use data at 2-digit sectoral level as this was the only basis on which the authors had access to the data used
Recent studies using firm level data provide mixed evidence of the effects of FDI on the productivity of local firms through both intra-industry and inter-industry linkages. Aitken, Hanson and Harrison (1997) find the same negative result for Venezuelan manufacturing. They point out that these negative spillovers reflect adverse effects of FDI because of competition and that technology spillovers from FDI might not be positive in developing countries whose firms do not have the absorptive capacity. Similarly, Haddad and Harrison (1993), by using the data on Moroccan manufacturing firms over the period 1985-1989, investigate the relationship between the presence of foreign firms and the productivity of domestic firms. They find that an increase in the industry-level FDI is related to lower productivity of domestic firms.
