Chapter 2 Literature Review
2.1 Definition of Key Concepts
2.1.1 Independent Proposition
The proposition of National College Entrance Examination is an important part of theeducation evaluation system in China.According to Li[7],there were two categories ofcollege entrance examination proposition,namely,unified proposition and independentproposition.Unified proposition refers to the nation-level proposition which can be appliedin the whole country,while the independent proposition indicates the test papers aredesigned by provinces,cities,or autonomous regions.Zhou[8]held the view that there arethree modes for the college entrance examination proposition,including the unifiedquestion-setting model for Certificate of Education,the independent question-settingmodel for province-based colleges and universities;and the combined question-settingmodel a unified question-setting by universities of“985”or“211”plus an independentretesting system by those universities.Similarly,from the perspective of organizers of thepropositions,the National College Entrance Examination propositions are divided intothree categories:national propositions,provincial propositions,and college propositions.The former two belong to the propositional work of government organizations,and thelatter belongs to the propositional work of university organizations[9].On the basis ofadhering to the unified curriculum outline,it is necessary to maximize the advantages ofunified proposition,provincial proposition and university independent proposition.Theapplication of multiple proposition forms can achieve a complementary effect to meet theneeds of different regions in the country.Under the influence of new college entranceexamination system,the present studies shift their attention to the provinces andmunicipalities with independent proposition rights,namely Zhejiang Province,BeijingCity,Shandong Province,Hainan Province,and Tianjin City.
2.2 English Core Competence and English Disciplinary Competence
The cultivation of students’core competence is mainly realized by various subjectsteaching in primary education.As for English teaching,especially in senior high schoolEnglish teaching,the cultivation of students’English core competence is regarded as oneof the most important teaching goals.However,it is challenging to measure students’English core competence in current teaching situation.The scholars and educators are stillexploring effective assessing methods towards English core competence,and it still has along way to go before a relatively mature and widely-accepted understanding is formed[21].
