摘要:目前,中国的小学教师培训被视为为基础的技术创新和促进人口素质的社会建设的基本要求之一。它被认为是国家的经济和文化的发展的基石。所以对于这个问题是需要引起重视的。

In the first place, there is a marvelous unequal distribution of primary teachers in the east coastal provinces and the western in-land provinces. This is in accordance with the overall economic situation of the whole country. As it is known to all, China is a highly unbalanced society. The eastern cities and provinces have long been favored from the advantages of the geographical conditions. The long coastlines of the eastern areas facilitate an active participation in foreign trade and economic reformation.
因此,社会财富分配的不平衡又具有强烈的冲击后,在这方面的教育设施和条件。凭借雄厚的经济实力,能够吸引更多的优秀人才在小学教育中东部省份。因此,在东部城市和省份的小学教育水平要高于西部土地区。
Therefore, the economic condition of the eastern provinces has long been in the more advantageous position than that of the western in-land areas. The social wealth of the whole country is heavily concentrated in this region. So, the highly unbalanced distribution of social wealth in turn has a strong impact upon the
Educational facilities and conditions in this area. With the strong economic power, eastern provinces are able to attract more talents in primary education. So, by and large, the level of primary education in the eastern cities and provinces is higher than that of the west in-land regions.
Secondly, there is still a huge gap between the present condition of primary education and the requirement of the fast pace of economic development. For China, the focus of social development has long been stressed in economy and technology. The basic education and the primary education in particular, have been neglected by both the central government and the local governments of various levels. The knowledge structure of textbooks is too old to suit the demand of the fast economic and social development, for instance. Also, there has been a serious lack of basic facilities in primary schools. The number of qualified primary teachers is not sufficient in some areas due to the comparatively low income. For example, the annual income of a primary teacher in the rural areas in western in-land provinces is even less than US$150. It is far less than the average annual income in the whole country. As a result, the poor rural regions do not have the economic resource to attract qualified primary teachers to work there. Of course, with the introduction of the strategic policies to stimulate the economic and social development of the under-developed regions in the west areas, the conditions begin to improve. However, due to the accumulation of various problems during the past several decades, it is by no means an easy job to bring about a fundamental change to the poor conditions of primary schooling education in these regions. So, the lack of qualified primary school teachers will remain a serious problem in these regions in a long time in future.
Due to the serious situation, MOE of China directed its attention and thrust publicly towards the training of primary school teachers in the country. Secondly, the MOE also realized the importance of policy implementation which should meet its policy objectives and local requirements.
