Chapter Three  The Covert Progression of the Building of The Second Empire in Persuasion

3.1 Historical Background Related to Persuasion

In the first half of the eighteenth century, the situation of the British navy is quite bad.  

“In the Navy, food and treatment are so poor that few people are willing to join the army. Therefore, the government can only conscript young men similar to kidnapping. As a result, soldiers are usually composed of people who are not in the mainstream, such as hooligans forcibly pulled away from the streets of London and other ports.” (James Adams, 1938: 336) 

In the 18th century, although England controls the sea traffic, it almost “does not use the Navy at all, but just wastes their money on the land war which was not decisive.” (James Adams, 1938: 343) After that, in the seven-year war, Britain could have won by relying on the Navy, which was a relatively cost-effective choice. Britain still not pays attention to the Navy, but sends a land force. “In 1761, Britain had 100000 ground troops in Germany. The military supplies were scarce and expensive. The annual budget reached nearly 10 million pound, twice the cost of the naval fleet.” (Nick Bunker, 2014: 65) In addition, the year before the American War of independence, Britain not foresees any military threat from any colony. Therefore, the Navy budget was frozen for a time. Lord North made an amazing decision to reduce the Navy. On the contrary, before the American War of independence, France transformed and built a modern army and greatly expanded the size of the Navy. “In 1781, their Navy has a devastating impact on Britain in Yorktown, and then contributes to Britain’s surrender in the American War of independence.” (Maya Jasanoff, 2005: 23) Before the rise of America, if the British government could make good use of its navy, it would be able to keep Madras and Fort Louis in the war with France.

Conclusion

Since the Industrial Revolution started in the 1860s, British society have transformed from an agricultural society to an industrial society. In the process of transformation, the middle class become the backbone of society and the class with the most frequent mobility. Through their own efforts, the lower class people stand out in the new era and become craftsman or small factory owners and move to the middle class. Women, businessmen and imitators in the middle class take the chance of the times and strive to move to the upper class. The enhancement of social mobility plays an important role in alleviating social tension and social conflict, and represents the hope and vitality of Britain.
