Construction project stakeholders of each group have their own interests demand, making it easy to produce conflicts among stakeholders, if construction project managers ignore or the conflict, it is likely to cause harm to the smooth progress of a project. Llopis-Albert, Palacios-Marques, Soto-Acosta (2015), Nahyan, Sohal, Hawas and Fildes (2014) believe that there are three modes for construction project managers in dealing with conflict among stakeholders. The first is the collapse of conflict, the characteristics of this mode is that managers do not take the initiative to resolve the conflict, stakeholders of all parties maximize to pursue their own goals and interests while ignoring the other stakeholders’, finally, one side beats the other side, the conflict is stopped (Llopis-Albert, Palacios-Marques and Soto-Acosta, 2015). The second mode is conflict resolution. Features of this model are: various stakeholders are based on the guideline that they all identify with to seek compromise solutions (Nahyan, Sohal, Hawas and Fildes, 2014). The third mode is to eliminate conflict, the characteristic of this model is that by eliminating the causes of conflict to achieve the purpose of resolving conflicts. Llopis-Albert, Palacios-Marques, Soto-Acosta (2015), Nahyan, Sohal, Hawas and Fildes (2014) point out that China's construction project managers generally use the first two models to deal with conflicts among stakeholders, these two kinds of processing modes are passive management modes, which can not effectively reduce the hazards that conflict brings construction work, and it will cause repeated occurrence of conflict. And by eliminating the causes of the conflict to resolve the conflict is a preventive, proactive measure, it is a more effective measure to balance and resolve conflict between various stakeholders fundamentally.
Beringer, Jonas and Kock (2013) further analyze, the complex and inter-linkage relationship between stakeholders requires new forms of governance structure that includes a more collaborative approach and involvement by many stakeholders. Traditional approaches in managing complexity are rigid and exclusionary, therefore greater attention to shared governance
