eness of cooperation between them (Yang and Zou, 2014), therefore, in order to ensure the smooth implementation of the project, stakeholders should mutually trust to establish a good working relationship, foster trust and teamwork consciousness of all parties of the project, in order to reduce friction and conflicts, so as to reduce transaction costs and achieve win-win of all parties, leading to the successful completion of the construction project (Yang and Zou, 2014). Win-win means that stakeholders of all parties of a construction project can benefit. Considering the Nanjing Mingfa Bingjiang new town project, should make use of a correct and reasonable management mode to allow all stakeholders, instead of some stakeholders to benefit from the construction project, avoiding harming the interests of the other stakeholders. Relations between the stakeholders of all parties should be cooperative and commonly prosperous, rather than mutually exclusive and opposed.
A perfect evaluation and incentive mechanism is the basis for rewards and punishments of various stakeholders, it also guide and instruct behavior of each stakeholder. Especially in the process when project management mechanism changes, many stakeholders are skeptical, wait-and-see, the important role of an evaluation and incentive mechanism is even more pronounced (Yang, O'Connor and Chen, 2007). In a construction project management mechanism based on stakeholder theory, the goal of various stakeholders should be linked with the output of the whole project to promote the various stakeholders to be concerned with the overall objective of the project, rather than only pay attention to their own work and neglect coordination with others as before (Kilinc, Ozturk, Yitmen, 2015).
An effective information exchange and communication mechanism is the basis for project governance, as all parties of a project work in different places and in different ways, it is inevitable to have obstacles in communicating with each other (Li, Ng and Skitmore, 2012). In the project management process, the core of information exchange and communication mechanism is to establish an effective information channel among various stakeholders to maintain the necessary information exchange program to overcome interdisciplinary information exchange and communication barriers to a largest extent, so as to achieve the overall objective of the project and the stakeholders’ objectives under conditions of sufficient information communication (Aaltonen and Sivonen, 2009). Specific measures include: establishment of communication networks and information exchange platform; integration of information channels, such as oral communication, written communication and e-mail communication by means of information technology; increasing the intensity of two-way communication of all stakeholders. Martin and Rice (2015) analyze that construction project governance mechanism based on stakeholder theory should be closely integrated with information technology, the flow of manpower,
logistics, capital flow, information flow and the flow of other factors within the project are processed through information network, information platform provides the basis for effective tracking and management of uncertain changes in the project.
